Who needs a California life insurance license?

If you live in California and want to earn commission selling, soliciting, or negotiating life insurance, annuities, or final expense policies — you need a resident Life-Only license issued by the California Department of Insurance.

You need a CA resident license if…

  • You live in California and want to be paid commission on life insurance sales.

Live out of state?

You'll apply for a non-resident California license once your home-state resident license is active. The application runs through NIPR and usually clears in 3–5 business days — no PSI exam required.

Step 01

Complete the 20-hour Life course + 12-hour Ethics module

California requires 20 hours of Life-Only pre-licensing plus a separate 12-hour California Insurance Code & Ethics module before you can sit for the state exam. Both must come from a CDI-approved provider — most Frontline agents use ExamFX or Kaplan because they bundle the Life + Health + Ethics courses and offer the SimExam practice engine that mirrors the real PSI test. The full course takes most candidates 5 to 7 days at 2 hours per day. Frontline covers the cost in full once your application is approved.

Step 02

Get Live Scan fingerprinting

California is one of the strict in-person Live Scan states. You'll print the CDI Live Scan request form (LIC 442A), bring it to any approved Live Scan vendor — UPS Stores, local PDs, and dedicated fingerprinting offices all offer it — and pay the rolling fee plus DOJ/FBI processing (~$74 total). Results go directly to CDI; don't try to mail in a fingerprint card. Schedule Live Scan the same week you finish coursework so it processes before you submit your license application.

Step 03

Pass the PSI California Life-Only exam

Book your exam at psiexams.com under the California DOI portal. The Life-Only exam is 75 scored questions plus a handful of unscored pretest items, you have 2 hours, and the passing score is roughly 60% (CDI reports pass/fail, not the raw score). Exam fee is $59 per line. You can choose an in-person test center or remote online proctoring. Most Frontline agents pass on the first attempt after running through SimExam at 85%+ for two days straight.

Step 04

Submit your resident license application via Sircon or NIPR

Once you have your PSI exam slip and Live Scan is on file, submit your resident license application through Sircon for Individuals or NIPR. The $188 fee covers a 2-year license. CDI issues most clean applications within 3–10 business days. As soon as your license number is live, bind E&O coverage and start the carrier contracting flow your Frontline manager will send you.

Week-by-week timeline

A realistic 4–6 week schedule.

Week 1

Apply with Frontline + start pre-licensing

Submit your Frontline application. Once approved (usually within 24–48 hours), you'll get a login to ExamFX or Kaplan and start the 20-hour Life-Only course plus the 12-hour California Insurance Code & Ethics module. Plan on 2 hours per day.

Week 2

Finish coursework, book Live Scan

Wrap pre-licensing and pass the course final. Schedule your Live Scan fingerprinting at any approved CA vendor — most agents use a UPS Store or a city PD that offers Live Scan. Print your CDI Live Scan request form (LIC 442A) and bring photo ID.

Week 3

Pass the PSI exam, submit NIPR application

Take the CA Life-Only exam (75 questions, ~60% passing score) at a PSI test center or via remote proctoring. Once you have your exam slip, file your resident license application through Sircon or NIPR with your $188 fee.

Week 4

License issues, E&O bound, contracting opens

CDI typically issues resident licenses within 3–10 business days once Live Scan and exam results are both on file. Bind E&O (~$30/month — your manager will send the recommended provider) and start carrier contracting.

Weeks 5–6

Carriers approve appointments, you go live

Each carrier takes 3–7 business days to approve. As soon as your first FE carrier appoints you, you can submit applications and go live on the dialer with Frontline-paid leads.

Sample question

An insured purchases a 20-year level term policy at age 35 and dies at age 60. The death benefit is:

  • A. Paid in full to the beneficiary
  • B. Reduced because the policy lapsed
  • C. Not paid — the term ended at age 55
  • D. Paid as a refund of premiums only

Answer: C. Term policies pay only if death occurs during the level-term period (35 + 20 = 55). After that, coverage expires unless renewed.

California-specific quirks

Where California differs from every other state.

12-hour Ethics module is mandatory

California is one of the few states that requires a separate Code & Ethics module on top of the 20-hour Life course. Most providers bundle them — make sure yours does before you pay.

Live Scan must be in-person

Unlike states that accept mailed fingerprint cards, CA requires in-person Live Scan at a CDI-approved location. Budget ~$74 (rolling fee + DOJ/FBI processing).

CE: 24 hours per 2-year cycle (3 must be Ethics)

Once you're licensed, you owe 24 CE hours every renewal, including a recurring 3-hour Ethics module. Frontline tracks your cycle and reimburses your CE provider.

Producer appointment rule

California requires carriers to file an appointment notice within 14 days of your first application. Practically, this means you can't write a carrier until contracting is fully approved — don't pre-quote prospects on a carrier you haven't been appointed to.

How long does it take to get a California life insurance license?+

Most Frontline agents are fully licensed in 3 to 6 weeks. The bottleneck is usually scheduling Live Scan and the PSI exam — once those are done, CDI issues licenses in about a week.

How much does it cost out of pocket?+

Can I take the California life insurance exam online?+

Yes. PSI offers remote proctored testing for the CA Life-Only and Accident & Health exams. You'll need a quiet room, a webcam, government photo ID, and a stable internet connection. In-person test centers are also available throughout California.

Do I need a separate Health license to sell Medicare or final expense?+

Final expense whole life is written under the Life-Only line — no Health license needed. To sell Medicare Supplements, Medicare Advantage, or under-65 health products you'll add the Accident & Health line, which is another 20 hours of pre-licensing and a separate PSI exam.

Can a person with a felony get licensed in California?+

It depends. CDI reviews convictions case-by-case under Section 1668. Older, non-financial convictions with strong evidence of rehabilitation are often approved. Recent felonies involving dishonesty, theft, or fraud are typically denied. Disclose everything on your 1033 waiver — non-disclosure is a faster way to get denied than the conviction itself.

What happens if I fail the PSI exam?+

You can retake it. Schedule a new attempt at PSI (a fresh $59 fee each time), with a short waiting period between attempts. Frontline's exam-prep simulator targets the topic areas where most candidates miss questions — agents who hit 85%+ on practice pass on the first or second try.

Do I need E&O coverage before I can sell?+

Yes. Every carrier we work with requires proof of Errors & Omissions insurance before they'll appoint you. It runs around $30/month for $1M per occurrence. Your manager will send you the recommended provider during onboarding.

How do I add non-resident state licenses?+

Once your California resident license is active, file non-resident applications through NIPR.com. Most non-resident states issue within 1–2 weeks and don't require a separate exam. Frontline reimburses non-resident fees for any state where you plan to write meaningful volume.

How often do I renew my California insurance license?+

Every 2 years on the last day of your birth month. The renewal fee is $188 and you must have your 24 CE hours (including 3 Ethics) completed before you renew.

Does Frontline really pay for the pre-licensing course?+
